Sarah served as Program Director for PHILLIPS Programs’ Laurel campus. PHILLIPS Programs is a nonprofit organization based in Annandale, Virginia that provides education and support services to young people who have behavioral and developmental challenges and their families. PHILLIPS Programs serves more than 500 children and families annually in the Washington metropolitan area, and for 23 years Sarah worked there in various roles of progressive leadership, including education director.

Sarah has extensive experience in budgeting and compliance, numerous advanced professional certificates in education, and served as a Board Member for the Maryland Association of Non-Public Special Education Facilities (MANSEF). She is a James Madison University alumna with a master’s in education from George Washington University and a graduate certificate in educational administration and supervision from Johns Hopkins University.
